Florida Supreme Court struck down the nation's first statewide voucher program.
In its ruling in Holmes v. Bush, the court noted that the voucher program "diverts public dollars into separate private systems parallel to and in competition with the free public schools that are the sole means set out in the Constitution for the state to provide for the education of Florida's children." This diversion to private and parochial schools unlawfully reduced the money available to children in Florida's public schools system.
Florida enacted the voucher program in 1999.
