New Yorkers could be facing the worst traffic congestion in city history this week, In preparation for the 60th anniversary of the United Nations, which will draw more than 170 heads of state and government to New York over the next few days, for what will be the largest gathering of world leaders ever. police have announced plans to restrict traffic on the East Side of Manhattan.
