Manhattan +Heavy Traffic+ An overturned vehicle on the northbound of the FDR Drive between 23rd and 34th St.'s exit's and a garbage truck fire on 2nd Ave and 17th St with a Hazmat chemical situation from sodium hydroxide, is causing lots of traffic related problems, PD calling for a level one mobilization.
