A lobbyist is someone who has strong connections in Government and is able to "get things done" for you.

Legally, a lobbyist is registered with the government and they are allowed to "lobby" (verb) elected officials to sway them towards a piece of legislation. What may be illegal is when lobbyists give those officials gifts, or fly them free to a one-hour "meeting" in the Bahamas leaving them with plenty of vacation time and free meals etc.
