you're right that with a Eiruv they could carry, but the stones are Muktza, and were Mechalel Shabbos M'Drabonon.

Anonymous 11:45,
If the stones were set aside before shabbos for the express purpose of throwing at cars, you can argue that the stones are no longer muktza. However, if you hit a windshield (or driver for that matter) and he crashes into a tree or wall and dies, it mught be a little problem of retzicha. It's best to spray paint "L'kovad Shabbos Kodesh" on the stones so you know which ones were set aside for throwing.

You seem to forget this took place in Yerusholayim and that stones prepared for a certain purpose from erev shabbat are not muktzah.
There is a chazakah on all stones in Yerusholayim that they are set aside to be thrown at somebody.

they are gorem chillul shabbos, by making the police do extra chillul shabbos. i am always comparing it to NYPD, how would they react, to same incidence. so the israeli police are not so bad.
