The Journal News Editorial Is Teaching About A Chillul H'Shem

In revered and instructive Jewish teachings, there are passages about "Chillul Hashem." It is with great respect that we note such teaching in regard to serious fire and building code violations in the Village of New Square, a closely knit religious community in Ramapo that cherishes its children in particular and sees their lives governed by biblical teachings and the Torah.

Yet the vulnerable, the children of not only New Square but the children of volunteer firefighters and other emergency responders, are increasingly put in jeopardy by the code violations. A small fire could erupt there in such building density, with illegal add-ons made of materials that can feed a blaze and spread it to the next house and the next and so on. A conflagration could occur.

Would such threat to life, in and out of the village, not be a "Chillul Hashem," a desecration of God's name?

Gordon Wren Jr., the Rockland fire and emergency services coordinator, says of New Square: "We have a mess we need to straighten out, and for the first time in a while I feel positive. The right guy from the state is spearheading (review), and we have been having cooperation from residents."

    He and state inspector Daniel Nichols have been visiting the site of every house fire in the village following complaints from Hillcrest firefighters and other volunteers that code violations are making it dangerous to respond to alarms.

    Wren told staff writer Sulaiman Beg said that he was contacted by officials from New York's Division of Code Enforcement and Administration, and he Nichols recently tried to view a home where a hanging fluorescent lamp overheated an electrical cord and started a fire. They were not allowed into the house by the homeowner.

    Roy Scott, assistant director for regional services with the state agency, notes that state inspections are not a new tactic and that inspectors had been monitoring the village since 2003, when local fire officials complained that illegal housing created a safety concern for firefighters. The state has identified more than 80 buildings that fail to meet state fire and safety codes. "The fire department has difficulties with old buildings that don't comply with state code. We've done pretty much all we can do at this point. Code enforcement is a village responsibility. Fires happen, and they happen outside of New Square," says Scott.

    Yes, village code enforcement. Though this is an ever-growing community, with density normally seen in urban, not suburban areas, it has only a part-time fire inspector, Bill Press, who admits: "I'm only there when they call me. I'm there maybe two hours a week."

    Not enough, people.

    Wren adds that the state has been more aggressive in monitoring the village in the sometimes contentious relationship between Hillcrest firefighters and residents. This page has called for Ramapo police escorts to prevent interference, and Wren notes the police are there on calls. Good.

    But the real solution is to correct all code violations. Wren says of a recent New Square fire, "It was actually pleasant. They were helpful and they were concerned. Hopefully, we have turned a corner. We're getting cooperation."

    OK. But keep that going. The abuse of overlooked fire and building code violations that jeopardize life and limb can be seen as "hillul Hashem."
