Israel - Israelis Kill Islamic Jihad Commander

Israel - An Israeli undercover unit shot dead two Palestinian militants in the West Bank on Saturday, including a top Islamic Jihad commander, Palestinian armed groups said.

Palestinian witnesses said undercover soldiers in the West Bank city of Nablus opened fire at several Palestinians, killing two gunmen without engaging in a clash. Initial reports from the witnesses said the militants had returned the soldiers' fire.

The army said troops fought a gun battle with the militants. Palestinian armed groups said the dead men were Islamic Jihad's most senior commander in Nablus and a member of al-Aqsa Martyrs Brigades, part of President Mahmoud Abbas's Fatah faction.

The witnesses said the senior Islamic Jihad commander appeared to be the army's target in the raid. The Israeli military said it was checking the report.

Seattle, Wash. - Six Shot, One Killed at Jewish Center By A Muslim

Seattle, Wash. - One woman Pam Wachter, 58, has been killed and five other women were injured late Friday when a gunman with 2 semi automatic opened fire at the Jewish organization in downtown Seattle.

Seattle police said that authorities were "taking every precaution" in searching for explosives and additional suspects.

The Vice President said that the man got through security at the building and shouted, "I'm a Muslim American; I'm angry at Israel," then began shooting, the shootings are being treated as a hate crime, police said, and they do not think the suspect was acting as part of a terrorist group.

“We believe at this point that it’s just a lone individual acting out some kind of antagonism toward a particular organization,” said David Gomez, the FBI agent who heads its counterterrorism unit in Seattle.
Mr. Gomez said his agency had been “monitoring” both Jewish and Muslim organizations, and reaching out to their leaders “for the last couple of weeks, since the beginning of hostilities in the Middle East.”

Frederick Dutt, an F.B.I. agent, said the agency had issued two bulletins, on July 21 and on Wednesday, urging “vigilance” at organizations and religious locations in light of the fighting between Israel and Hezbollah in the Middle East. “Not specific targets because we didn’t have that information, to be honest,” he said. And the F.B.I. investigated two mosques for ties to Al Qaeda.

The police closed off several blocks around the area and briefly required people to stay inside other buildings nearby, and they recovered a handgun that the suspect put down before he surrendered.

The F.B.I.’s Seattle office, said that the suspect was a United States citizen and that agents were interviewing his relatives.

Israel - Long-Range Missiles Fired At Afula

Israel - Friday noon Hizbullah fired at Israel, for the first time since the fighting in the north began, five long-range missiles carrying a greater amount of explosives than the Pajar rockets of the type that has been fired so far. The missiles landed in open areas near Afula and in the area between Afula and Beis Shean. No injuries in the attack.

A short while later sirens were heard in the Chaifa and Krayos area and residents were ordered into shelters and protected areas. Some rockets landed in open areas near Chaifa.
In a separate barrage a rocket landed in Nahariya, hitting a vehicle that immediately caught fire. Another rocket struck a public building in town and damaged it. No injuries were reported in the attacks.

Bridgewater, NJ - Vandals Set Fire To Home

Bridgewater, NJ - Vandals set a fire at a Bridgewater home and spray painted it with racial slurs and obscene drawings.

The fire was set near the front door of the two-story, single-family home sometime between 1:30 and 2:30 in the morning.
A neighbor noticed the flames and notified police, then ran across the street to awaken the homeowner, who got his two sons safely out of the home and extinguished the fire before it caused significant damage.

Investigators with the county's arson task force, one of several agencies probing the incident found glass, flammable liquid and the remains of a fabric wick on the doorstep.

Munkacho, Ukraine - The restored Chasidic Synagogue has been opened in Mukachevo, Zakarpatye region, Ukraine. The Munkacher Rebbe Moishe-Leyb Rabinovich and his congregation were present at the inauguration ceremony.

For the Jewish community of Mukache which counts one thousand Jews this was a great event. This turned out to be a double festivity when the Rabbi Rabinovich, who was born in this very house in 1940, arrived to share the joy of the occasion. Just as in 1940, there was a crowd of people around the Synagogue while inside the renewed Synagogue were Chassidim gathering for the Shacharis Prayer for the first time in 65 years.

Israel - Physician Kidnapped, Murdered by Palestinians

Israel - After Israeli physician, Doctor Danny Yaacoby, aged 60, doctor, went missing from his home in Yakir, N. West Bank, from Thursday noon. Israeli security forces led to the spot on a tip-off found his burnt body stuffed in the trunk of a car near the Palestinian village of Haja east of Qalqilya.

When the security forces went there, they were fired on from the surrounding villages.

Their investigation of the crime indicates that the victim went to the village to have his car repaired. It was then that he was murdered, and his body placed in the trunk of the car and set alight.

Israeli authorities have published a fresh warning: Palestinian terrorists are going all out for the kidnap of Israeli civilians and soldiers. Above all, stay out of Palestinian areas.

Spring Valley, NY - State Health Department Faults Clinic

Spring Valley, NY - The state Department of Health faulted a Spring Valley community health clinic for operational deficiencies, following a complaint by a patient who said staffers delayed treating her heart palpitations and dizziness because she lacked a $30 co-payment.
In a July 12 letter, investigators told the patient, Rose Leandre, that they found the Ben Gilman Medical and Dental Clinic had violated a portion of the state's hospital code.

Among the Gilman clinic's deficiencies were that not all its policies were available to patients, hours of operation were not posted and the center failed to keep a patient's financial information confidential, according to the report. Policy and procedure manuals were not immediately available, it added.

The state's survey, completed March 7, required the Gilman clinic to correct the deficiencies, and directed operators to prominently post a written statement of patients' rights and provide each patient with a copy of the document.

Sharon Milner, executive director of Community Medical and Dental Care Inc. of Monsey, which runs the Gilman clinic and its sister Monsey Medical and Dental center, yesterday said the issues outlined by the state had been corrected.

The Gilman clinic is federally funded. Community Medical and Dental Care Inc. has received more than $2 million from the government since 2002.

Nassau County, NY - Security Of Synagogues Beefed Up In Five Towns

Nassau County, NY - Fourth Precinct police have been checking in regularly with rabbis and congregants at synagogues as part of their rounds.
Religious leaders have noticed an increased police presence around Jewish institutions in recent weeks.

The heightened security comes on the heels of an FBI report that Hezbollah operatives have conducted surveillance of numerous potential targets for attack in the U.S., including Jewish community centers and synagogues, and have sent videos and photos to Lebanon and Iran. The FBI reportedly has been in touch with Jewish leaders about the potential threat, though there is no evidence that any such attacks are imminent.
But local police officials said they had already bolstered patrols before the FBI warning was issued. "Absolutely, all [police officers in] sector cars are stopping in at all Jewish houses of worship at different times to let them know they're around," said Inspector Richard McCarrick, commanding officer of the 4th Precinct. "And we have intensified patrols in the vicinity of these houses of worship. This is nothing new [since 9/11]."

McCarrick said that police have intensified patrols even though they have seen no signs of any terrorist surveillance activities in the Five Towns. "If we did see this, we would work quickly to put a stop to it," he said. "Our officers are regularly stopping people who are acting suspiciously in the area and asking them for ID."

New York - WIlliamsburg Businessman Sentencend To 15 Years In Prison

New York - U.S. District Judge Arthur Spatt sentenced a prominent businessman in the Williamsburg community Nathan Schlesinger, 69, to 15 years in prison, the minimum mandatory sentence under federal law. Spatt could have sentenced Schlesinger to more than 21 years in prison but said he felt such a sentence would be "too draconian."

Schlesinger was convicted in May 2005 of setting fire to his huge Brooklyn garment factory in 1998 to collect $4.5 million in insurance. Schlesinger's factory, at 750 Kent Ave., made upscale women's clothing for department stores, including Neiman-Marcus and Saks Fifth Ave. He was also convicted of collecting $4.5 million in damages by exaggerating the damages caused by four other fires at the factory.

When Schlesinger was arrested in 2003, U.S. Attorney Mauskopf said his action "jeopardized the safety of many New York City firefighters who risked their lives" fighting the garment-plant blaze. One hundred and fifty firemen responded to the New Year's Eve fire.

The court was packed with supporters of Schlesinger from his Orthodox Satmar community in Williamsburg, who felt he had been unjustly convicted.

A good friend who has a big heart but at times a questionably sized brain told me that he's had it with all the crazy summer traffic.

"I can't stand all those people. They don't know how to drive. They don't belong on the road."

I said he shouldn't talk about Yankee fans like that.

He looked confused. I egged him on.

"Those people - you're talking about 'those' Yankee fans, right? I'm with ya, can't stand those Yankee fans. Nothing but road hogs."

"No, I'm talking about Hasidics. Those people can't drive. How'd they ever give those people a license?"

I told him to send me his forwarding address, because "those people" are staying. If he wants to spend any more summers in Sullivan County, he might want to show a bit more tolerance and a lot less ignorance.

He's not alone. You'd have to be deaf not to hear this talk and dumb not to think it hurts.

Albany, NY - You Can Be Chief of G.E. and Still Bounce a Check

Albany, NY - Jeffrey R. Immelt, chairman and chief executive of General Electric, bounced a $2,000 check to the failed New York gubernatorial campaign of William F. Weld, according to a campaign finance filing just released.

The Weld campaign filing said that Mr. Immelt, 50, wrote the check in May, on the same day he held a fund-raiser for Mr. Weld, the former governor of Massachusetts, at G.E.’s headquarters in Fairfield, Conn.

So what happened?
Mr. Immelt, after all, earns $15.4 million a year, owns $190 million in G.E. stock and runs the seventh-largest company in the Fortune 500.
“He wrote this on a closed account, so that’s why the check came back and he has replaced it,” Gary Sheffer, a spokesman for G.E., said. “Jeff made a commitment, so he’s going to keep it.”

Walter Breakell, Mr. Weld’s former campaign manager, said, “It’s not uncommon for something like this to happen.”
“It’s not common, but it happens, particularly for people like Jeff Immelt, who have business managers and finance people who take care of a lot of this stuff for them, and then write a check on their own,” he said.

Mr. Weld’s finance office had called assistants to Mr. Immelt to sort out the matter, Mr. Breakell said. “It’s not something where we have Bill call Jeff, and say, ‘Uh, hey, buddy,’ ’’ he said. That was especially so since the Weld campaign raised about $50,000 from G.E. executives at the event.

Kirchner's oil painting, ''Berliner Strassenszene,'' with an estimated value of over $12.59 million, has hung in the Bruecke Museum in the German capital since 1980. It will be returned to heirs of the family that originally owned the work, Berlin's state ministry for culture said in a statement.


No details of the restitution, including the identity of the original owners, or the heirs, were released.

Restoration of Romanian Jewish Cemeteries Studied In Kiryas Joel

Officials of the Heritage Foundation for Preservation of Jewish Cemeteries based in Brooklyn and Budapest, invited Romanian Member of Parliament Nati Meir to the United States to see what modern day Jewish cemeteries look like. And his mission took him to the Village of Kiryas Joel in Orange County.

Kalman Leiberman of the Foundation, who accompanied Meir, said his group is working on many of Eastern Europe's cemeteries. “It’s vital to help and preserve the Jewish cemeteries that were neglected over the 70 years since the war,” he said. They are doing work in Hungary, Romania, Slovakia, Western Ukraine, Serbia and now we are starting to do work in Poland.”

While in Kiryas Joel. Meir paid his respects at the tomb of the late Grand Rebbe Joel Teitelbaum, who was one of the leading rebbes in pre-war Romania and served as chief rabbi of Satu-Mare, Rumania prior to the Holocaust.

Roosevelt, NJ - Once again, the Roosevelt Planning Board has had to cancel a hearing on an appeal of Yeshiva Me'on Hatorah's possible violations of borough code.

The board canceled the hearing because an expert witness for the yeshiva was sick, according to borough officials. Since February, a few meetings regarding the appeal have been canceled. In a couple of months, it will be a year since the issue first came to light in the borough.

Last September, the Borough Council received a petition, signed by more than 200 residents, regarding Yeshiva Me'on Hatorah, that operates out of the Homestead Lane synagogue. The petition alleged that the yeshiva is violating a borough ordinance prohibiting private schools in residential neighborhoods.

The NYPD of the 7th Pct. began pursuing the vehicle after the driver struck several parked cars at the intersection of Essex and Delancey streets on the Lower East Side just after 01:30
Police say the driver of the blue minivan refused to pull over when police tried to stop stop him, and he crossed the Williamsburg Bridge, with police in pursuit.
The chase ended when the minivan crashed into several cars including in one RMP at the intersection of South 5th and Havemeyer streets in the section of the 90th Pct.

ESU responded to restrain the perp and EMS also responded to the scene, the driver was taken into custody and is being treated for injuries. According to police, charges against him are pending.
Two police officers were being treated for minor injuries at Bellevue Hospital. One officer suffered a hand injury, the other sustained a leg injury from the struggle with the perp.

The driver's family, including his wife and children, were in the minivan during the chase. Four of them were taken to Woodhull Hospital, and two others were taken to Bellevue Hospital.

Europe - Hate is Rising

Europe - Racism and xenophobia are on the rise in Europe, according to a new survey.

The survey which covered 20 countries, found that police were lacking in the ability to investigate hate crimes.
The report notes that Jews have been targeted a lot by racist groups.

Monsey, NY - House Fire Investigation Continues

Monsey, NY - Fire officials continued to investigate a fast-moving fire that tore through a multi-family home on Youmans Drive, displacing two families, as was reported on VOS IZ NEIAS.

Spring Valley Fire Chief Scott Maia said the village's fire inspector was at the home but could not determine a cause of the Monday afternoon blaze.

Maia said firefighters originally thought the fire began in the kitchen of 14 Youmans Drive and spread to an attached home at 16 Youmans Drive, but they learned that the fire most likely started underneath the basement stairs - below the kitchen.

The house was gutted and rendered uninhabitable. Walter Booker, the village's assistant building inspector, said the house was too badly damaged to have a certificate of occupancy and the homeowners would most likely have to knock it down and rebuild it.

Maia said the families - which had a total of nine children - were assisted by the Rockland chapter of the American Red Cross.

Spring Valley police Sgt. Jim Hoenniger said police were not releasing the names of the families because the investigation was still ongoing, although no foul play is suspected.

Washington, DC - Marchers Rally Against Israeli Actions

Washington, DC - Hundreds of protesters, many carrying antiwar signs and fake coffins, marched quietly in a mock funeral procession yesterday through upper Northwest Washington to the Israeli Embassy to protest the bombings in Lebanon and the Gaza Strip and to urge the United States to broker a cease-fire.

The march included some Jewish protesters. Members of an anti-Zionist sect of Hasidic Orthodox Jews, clad in black hats and long black coats, came from New York. Some carried miniature Lebanese flags, and all expressed support for the Palestinians and Lebanese."We believe that the whole existence of Israel, the Zionist state, is against the Jewish religion," said one of the Jews, Joel Wagschal, 25. "We are in pain for all the suffering of the people in the Middle East."

Another Jewish protester, Israel-born Alma Gottlieb-McHale, 24, carried a sign in Hebrew that read:"Hundreds of innocent civilians killed, for what? Israel and Gaza, Israel and Lebanon. We've already been in this movie."

New York - Upstate Mail Lost in Highway Collapse

New York - More than 30,000 pieces of mail sent from upstate New York to northeast destinations had to be destroyed after being damaged beyond recovery by the flood waters that swamped the Southern Tier last month.
The mail was on one of the two trucks that fell into a 150-foot wide chasm cut across Interstate 88 by the rushing waters. The drivers of both trucks were killed.

Postal officials were able to recover the mail on the truck, but only after it sat in the flood waters for four days. The postal service hired a private contractor to help sort and save the mail, but they had little success.

Dublin, Ireland - 1200-Year-Old Tehillim Found in Irish Bog

Dublin, Ireland - A construction worker who spotted something while driving his shovel of his backhoe into a bog.The approximately 20-page Tehillim has been dated to the years 800-1000. Eexpert Bernard Meehan said it was the first discovery of an Irish early medieval document in two centuries.
Pat Wallace, director of the National Museum of Ireland, has the Tehillim stored in refrigeration and will be facing years of painstaking analysis before being put on public display.

“There’s two sets of odds that make this discovery really way out. First of all, it’s unlikely that something this fragile could survive buried in a bog at all, and then for it to be unearthed and spotted before it was destroyed is incalculably more amazing.”

He said an engineer was digging up bogland last week to create commercial potting soil somewhere in Ireland’s midlands when, “just beyond the bucket of his bulldozer, he spotted something.” Wallace would not specify where the book was found because a team of archaeologists is still exploring the site.

Queens, NY - Jetliner Loses Engine, Lands Safely in J.F.K. Airport

Queens, NY - A jetliner carrying more than 250 people lost power in one of its two engines but landed safely at a Queens airport.

The Boeing 777 plane landed at John F. Kennedy International Airport less than a half hour after the right side engine failed, said American Airlines spokesman Billy Sanez. Officials were investigating what caused the problem on Flight 134.

"The plane landed after the captain declared an emergency," Sanez said. "It's not a common incident, but the pilots are trained to deal with these situations."

The plane was en route to London's Heathrow Airport from Los Angeles LAX. Sanez said all the passengers would be put on another plane.

Gadiner, NY - Lakewood Man and New Paltz Woman Involved in MVA

Gadiner, NY - A New Paltz woman was killed and her young son seriously injured Sunday night when her car veered off into oncoming traffic on a curve of Route 44/55.

Kelly Goebel, 42, of New Paltz, was traveling west on a stretch of Route 44/55 between Clove and Trapps Roads when she failed to negotiate a curve and crossed into the eastbound lane.

Goebel's car hit a vehicle driven by Eugene Nakdimen, 54, of Lakewood, N.J.

Goebel suffered massive injuries and was transported to St. Francis Hospital in Poughkeepsie, where she was pronounced dead. Her son, Jett Capson, 4, suffered internal injuries and was flown to Westchester Medical Center, where he remains in the pediatric intensive care unit.

Nakdimen suffered a broken leg and 11 broken ribs, he was flown to a hospital in Newark, N.J., where he had 2 surgeries since the accident, and other treatment.

M. Rosengurt, 48, argued with the 38-year-old victim in their workplace on East 9th Street and Avenue U, after clashing over Rosengurt's schedule.
Rosengurt left, but soon returned carrying a cup of gasoline, wich he poured over the victim but failed in an attempt to ignite the liquid with a lighter.

Other employees called 911 and Rosengurt was arrested on charges of attempted assault, menacing, reckless endanger-ment and weapons possession.

Williamsburg, Brooklyn Is In The Top Three With Power Failures In NYC

New York, NY - The 19-hour power failure in 1999, was the last major neighborhood blackout in New York City. Con Ed’s annual reports for the five years before that blackout showed that the feeder cables in some NYC areas shut down more often than others in NYC.

The 57 electrical networks that Con Ed operates in the city supply a vast majority of the electricity used in Queens, Brooklyn, Manhattan and the Bronx. Staten Island and Westchester County, the other jurisdictions in Con Ed’s service area, do not have underground networks.

Reports filed with the Public Service Commission list the number of failures and hours of lost power for each cable. In 2005, the networks with the highest number of failures were Flushing, Queens (66 failures); Harlem (46); Williamsburg, Brooklyn (44); and Yorkville, Manhattan (40).

Lakewood, NJ - Assault Defendant Says Lakewood Police Biased

Lakewood, NJ - The case of a private school teacher charged with simple assault of a teenager two months ago has drawn repeated cries from the local NAACP chapter that it should be treated as a bias crime.

Now, the teacher Elchanan Zimmerman, alleges he was discriminated against because of his religious beliefs. Zimmerman is an Orthodox Jew; the teenager is black.
The notice, is specifically against the Police Department and five officers. It alleges Zimmerman was arrested, charged and prosecuted without probable cause or a fair police investigation. He also alleges libel, slander and defamation, and is for "injuries and damages which resulted from the arrest and detention."

The potential lawsuit is the latest twist in a case that has sparked community tensions and several investigations.
Many black residents said Zimmerman should have been charged with a bias crime, and many Orthodox Jews said Zimmerman was only protecting his property.

A bias allegation coming from Zimmerman was surprising to Warren A. Sherard, president of the Ocean County/Lakewood branch of the NAACP.
Sherard has lobbied for bias charges to be filed against Zimmerman, who he believes received preferential treatment because he is an Orthodox Jew. Police officials maintain all residents are treated the same.

Wawayanda, NY - Town Councilwoman Gail Soro’s husband, Ed, thought an animal had died in their pool Tuesday morning when she was about to take a swim in the family pool.

There was a dark spot with discolored water. Mr. Soro used the skimmer to pull out the object, which turned out to be a horse’s head. "I was hysterical," said Mrs. Soro. "It was horrible," she said.

Mrs. Soro has no idea who might be doing these things or why. "I guess I put some people’s feet to the fire and they don't like it."

Kramer is part of a recent call-up of thousands of reservists to fight Hezbollah militants. He is part of a forward artillery and tank unit pounding shells into southern Lebanon, to push Hezbollah from the border.

As Kramer works the tanks that fire, a surreal scene unfolds. About 35 Breslov Chasidic Jews from Tzfas arrive in vans with loudspeakers blaring chants to their founder, Rabbi Nachman, set to Israeli disco music. Brooklyn, NY - A private investigator was charged with intimidating a witness by impersonating an FBI agent.

Steve Rombom denied the charge at his arraignment in Manhattan federal court and was released on his own recognizance by Magistrate Gabriel Gorenstein despite a plea by a federal prosecutor that he be held on $400,000 bond. "I never said I was a police officer or federal agent," Rombom, 47, of Brooklyn, said following the proceeding.

Rombom, also known as Rambam, was charged with one count of impersonating an FBI agent to intimidate a government confidential informant in a pending criminal trial.
The complaint states that in April 2006 he went to the informant's family's home in California and introduced himself as an FBI agent, flashing a wallet containing what appeared to be a laminated card with a gold government seal or badge.

New York, NY - The Department of Homeland Security says it is preparing but still hasn't solicited $25 million in anti-terrorist funding for New York City nonprofit organizations.
The announcement follows a press conference during which Reps. Anthony Weiner and Carolyn Maloney urged the department to finally make the funds available months after Congress appropriated them.
"We urge you to make sure that there are no further delays, and that the grants are distributed -- on the basis of threat -- to the places that need it most," the legislators said in a letter addressed to the homeland security secretary, Michael Chertoff.

The money will go toward helping New York's cultural, health, and religious institutions fund anti-terrorist initiatives, such as the installment of cameras and barriers in museums and synagogues.

The FBI has found that operatives have been sending videos and photographs of targets in New York, including synagogues and Jewish community centers, Mr. Weiner and Ms. Maloney, who is also a Democrat of New York, said. The FBI is also said to have been in contact with Jewish community leaders.
"All Homeland Security has to do is let us have the funds which have been allocated by Congress," a rabbi from the Park East Synagogue, Arthur Schneier, said. "They have to allocate the funds to give us a sense of security. Prevention is better than a cure."

Washington - Due to a new study, doctors are more likely to use anesthesia for newborn circumcisions than they were eight years ago.
At one time, doctors believed that infants were too young to experience the pain of circumcision or did not remember it, but more recent medical research has shown that babies are no different than adults in this regard, said Dr. Daniel Yawman, lead author of the anesthesia study.

About 1 million newborns are circumcised in U.S. hospitals every year, making it the country's most common operation.

New York, NY - Holocaust Survivors File Brief To Reduce Lawyer's $4.1M Fee

New York, NY - Holocaust survivors who oppose the fee request of their attorney have proposed paying him at the rate of $200 an hour, according to a court filing.

The proposal came as a federal magistrate in Brooklyn, James Orenstein, is set to rule on how much money, if any, the lawyer, Burt Neuborne, should receive of the $4.1 million he has requested.

Mr. Neuborne, a prominent law professor at New York University, drew criticism when he submitted a bill charging the survivors at a rate of $700 an hour for his work on the $1.25 billion settlement he helped win from Swiss banks for their World War II-era dealings.

The American survivors have opposed Mr. Neuborne's fee request on the grounds that he had originally pledged to work pro bono and that he has not represented their interests.

In a final brief, their lawyer, Samuel Dubbin of Miami, offers several legal precedents that he claims show that Mr. Neuborne should be paid far below market value, at a rate of between $200 and $380 an hour. The legal brief, filed in federal court in Brooklyn, is likely the last filing in a fee dispute that has been intensely litigated for more than seven months.

New York - Governor Announces Housing Funds For Flooded Counties

New York - Governor George E. Pataki announced an unprecedented effort from the State’s three housing agencies – DHCR, SONYMA and AHC – to provide approximately $45 million in funding for capital projects and housing programs for the 12 counties hardest-hit by the floods of 2006. The funds will provide both immediate and long-term housing assistance to those victims whose homes have been completely destroyed or have suffered major damage. In addition, small retail business owners who have sustained flood damage to their stores and storefronts will receive assistance for rehabilitation and repairs.

The Governor also announced $5 million in state funding to help purchase properties that have experienced persistent flooding and are likely to face additional threats of floods in the future. This State funding, which could leverage up to $15 million in FEMA funds, will be available to homeowners who meet the program criteria and who want to move, or rebuild in a new, safer location. The acquired parcels will be used to preserve open space, manage wetlands, and provide areas for recreational activities.

Washington, DC - A half-dozen New York Democratic House members are opposing a move to yank the Capitol Hill press credentials from reporters who work for The New York Times.
Congressman Maurice Hinchey of Ulster County says pulling the credentials for the newspaper's employees would, quote -- "damage and degrade" some of the founding principles of the United States.

Some Republican lawmakers want to punish The NY Times for recent news stories regarding government programs that monitor telephone calls and financial records in an effort to track suspected terrorists.
Hinchey and five other members of New York's congressional delegation have written to House Speaker Dennis Hastert urging him to reject the request to rescind the newspaper's press passes.
Hinchey said The New York Times and other news organizations report on surveillance programs to hold the Bush administration accountable for its policies.

Signing the letter to Hastert in addition to Hinchey were Joseph Crowley, Carolyn Maloney, Major Owens, Jose Serrano and Anthony Weiner.

Monsey, NY - Rep. Eliot Engel is demanding that regional postal officials lift what he called a ridiculous embargo on outgoing letters and packages headed to Israel and Lebanon.

Matthew Thomas, supervisor of customer service in the Monsey post office on Melnick Drive, said that his office turned away people with Israel-bound mail on after receiving an e-mail from the U.S. Postal Service's Westchester district office the day before announcing the embargo.

Engel, who represents parts of Rockland, Westchester and the Bronx, said that, as far as he knows, nowhere else in the country are such restrictions being imposed. The postal service's policy on the issue shouldn't differ from district to district, he said.

Also, as a federal agency, the postal service should have consulted with him and other members of Congress before deciding on an embargo, Engel said."We were blindsided by it," he said. "They did not consult with anybody."

Engel said he would be calling postal officials today about the issue and, if necessary, would take his concerns to the U.S. Postmaster General in Washington, D.C. "I think this is a capricious and arbitrary ruling and not something I'm willing to let stand," he said.

The U.S. Postal Service authorities said that the error that caused a temporary embargo to be placed on mail to Israel and Lebanon was the result of a misinterpreted e-mail by an employee from the agency's regional office.

Pat McGovern, a spokeswoman for the U.S Postal Service, said someone in the agency's West-chester district office erroneously sent out an e-mail after reading one that said the Beirut International Airport had closed after being badly bombed and that post offices in northern Israel had shut down after a state of emergency had been declared. "The person made the assumption that we couldn't go there," McGovern said. "The person should not have done so. We apologize for any confusion made through this message."

McGovern said that mail for Israel was being forwarded there and mail for Lebanon is being forwarded through Damascus, Syria.

Williamsburg, Brooklyn, NY - A NYPD off-duty officer assigned to the 90th Precinct in the Williamsburg section of Brooklyn, was arrested on charges of criminal possession of a weapon, criminal mischief and reckless endangerment following the incident.

The officer a two-year veteran fired 11 bullets into the door of his friends apartment while the woman and her two children were inside, he was still there when cops arrived, sources said. Officers took the young cop to St. Vincent's Hospital for psychiatric evaluation.
No one was hurt when Officer Joel Rodriguez fired off the barrage of shots on the 10th floor of the building on Kent Avenue in Williamsburg just after midnight, as was reported at that time on VOS IZ NEIAS.
Rodriguez, 26, and the woman, had been arguing all day - via text messages - before he stormed the apartment, sources said. The door is made of metal and it was not clear if any of the bullets penetrated. Most of the shots appeared to be aimed at the lock.

Brooklyn, NY - East New York residents charge, that - the same man whose hotel in Clinton Hill was shut down by police two weeks ago - Moses Fried, never visited the 3 story building he owns at Blake Avenue and Hendrix Street, and all calls for repairs go unreturned.
The bldg next door, also owned by Fried, was gutted by fire and is now a rodent-attracting eye-sore.

"The sidewalk was horribly maintained," said lawyer Reid Wissner, who won a $902,000 lawsuit against Fried in May after a customer at the building's bodega tripped and was injured.

Fried's property next door is worse. Neighbors were surprised when the long-abandoned structure at 808 Blake Avenue caught fire around noon May 23. Firefighters said the blaze was suspicious, and is still under investigation.
The boarded-up shell sits amid garbage, and City housing officials cited the lot for attracting vermin.

Israel - 200,000 Tourists To Be Lost Due To Outbreak Of Violence

Israel - Confirming the fears of the tourism industry since the outbreak of violence in the North earlier this month, the Israel Airports Authority said arrivals at Ben-Gurion Airport fell 5 percent over the first three weeks of July, while industry professionals are estimating some 200,000 tourists will be lost in July and August.

Approximately half of the travelers with immediate plans to come to Israel had cancelled their trips, according to the director general of the Israel Travel Agents Association.
IAA spokesperson Orly Maman noted, however, that the statistics also were influenced this year by the three-week period before Tisha B'Av, a typically slower time for travel to Israel, particularly among the orthodox Jewish community, whereas last year the period started on July 24.
"Taking this into account, we estimate a drop of just over 3% as a direct result of the war," Maman said.

Rockland County, NY - Legislature Candidate Fails To List 1995 Loan

Rockland County, NY - Legislature candidate Bruce Levine, who's also the Spring Valley village attorney, failed to carry over an 11-year-old debt into his most recent campaign finance report, due last week.

Levine, a Democrat and former Legislature chairman, is looking to unseat incumbent Alden Wolfe, D-Suffern, in the 6th District, which includes all of Hillburn and parts of Montebello, Monsey, Suffern and Chestnut Ridge.
Levine reported a balance of $2,996.33, but did not list a $23,000 outstanding loan that dates to his 1995 Family Court judge race. The debt was listed in a January report.

The loan, he said, was from his wife's uncle and while the state law allows an exemption for family members, he didn't know that uncles were excluded. Levine said he called the state for advice with the loan, but never got what he considered to be a straight answer.
Levine said he will not be using money from the loan for his Legislature race.

The assumption within Military Intelligence is that Hizbullah would only attack targets abroad if it felt pushed into a corner. According to this thinking, the Islamist group hesitates to carry out such attacks because it does not want to be associated with Global Jihad and al-Qaida.

Attleboro, MA - Swastika Case Headed To Court

Attleboro, MA - A former Attleboro High School student accused of painting a swastika on the car and driveway of a Jewish teacher last year was set to plead guilty, but withdrew his plea when the judge wanted a stiffer sentence than what the prosecution and the defense recommended.

A jury trial in the case against Christian Dorrance, 19, of 575 Wilmarth St., Attleboro, is now set for Sept. 25.

After hearing the facts of the case, Judge Mary White wanted to give Dorrance a six-month jail term, which she suspended for two years with probation, restitution and a letter of apology to Naomi Cordell, now a retired Attleboro High School teacher.

Assistant District Attorney Coli McMahon said the defendants committed the crime allegedly because Dorrance did not like Cordell and believed she was giving him a failing grade. He also believed Cordell did not like him.
McMahon said Dorrance was aware that Cordell was Jewish, and disliked Jewish people. "I can't think of an act with more malice than what we have here," McMahon said.
But Attleboro defense lawyer, Bruce Thompson, who represents Dorrance, disputed that Cordell's faith was a motive in the crime.
Attleboro police have said they did not charge the defendants with a hate crime because they did not have enough evidence to prove a civil rights violation.

Phoenix, AZ - Indictment In Federal Prison Killing Of Jewish Defense League Activist

Phoenix, AZ - An Arizona prison inmate has been charged in the killing a Jewish Defense League activist who was imprisoned with him.

Federal prosecutors say David Frank Jennings has been indicted for first-degree murder in last November's killing of Earl Krugel at the Federal Correctional Institution in Phoenix.

Krugel, from the Los Angeles area, was serving time for his role in a bomb plot against a California mosque and the office of an Arab-American congressman. Krugel had been at the prison for three days and died after being hit in the head with a concrete block.
A former Krugel attorney questioned why Krugel had been transferred to the medium-security prison with no protective custody, which he'd had in Los Angeles in the years after his arrest.

Argentina - Bomb Threats Against The Main Jewish Center

Argentina - Bomb threats were phoned in to police headquarters against the AMIA building, which houses Argentina’s principal Jewish organizations. Victor Garelik, a spokesman, confirmed the threats and said a thorough search was made of the building, though it wasn’t evacuated.

A bomb destroyed the AMIA building in July 1994, killing 85 people and wounding hundreds more. The rebuilt facility is enclosed and more secure.

New Square, NY - Police Urged Drivers To Be Extra-Careful And Watch Their Speed

New Square, NY - The 4-year-old girl that was hit by a delivery van remained in critical condition at Westchester Medical Center.

Freida Langsam suffered severe injuries to her chest and head when she was run over by a 1998 Ford van at 2:41 p.m. Thursday, as was reported on VOS IZ NEIAS.
She was walking with her mother on the road just outside her Bush Lane home when the delivery van hit her. The van was going north.
Chevra Hatzoloh of Rockland ambulance service took the child to Nyack Hospital. She was later flown to Westchester Medical Center in Valhalla.
She was listed in critical condition, medical center spokesman Dave Billig said.
Neighbors said the child was the youngest of three daughters.

No charges have been filed against the driver, Yakov Dancziger.
Detective Lt. Brad Weidel said that investigators seized the van for a mechanical inspection and other forensic tests. "This was an accident," Weidel said. "There is nothing to indicate this is a criminal matter."

Freida was the second young girl hit by a van in the past month in Ramapo.

Ramapo police urged drivers to be extra-careful in residential neighborhoods and to watch their speeds. \During the summer months, more children are outside and more people are walking, especially in communities such as New Square and Monsey. "We want everyone to watch out even more because kids will be playing outside during the summer months, especially in communities where there are lots of pedestrians," Sgt. Rob Lancia said.
Lancia also noted that people in the Jewish communities walk at night and during the day, especially on Friday nights and Saturdays to synagogue. "Drivers should be on the lookout," he said. "During Shabbos, we have tremendous amount of pedestrians walking and out on the streets."

Northbrook, IL - Eight Homes Vandalized With Swastikas

Northbrook, IL - Police are investigating graffiti of swastikas painted on eight homes, and some are concerned that there’s a growing number of hate incidents of this type in the Chicagoland area.

Home builder Anatoly Revenko was startled when he saw a swastika painted on the garage door of a home. He’s doing construction in the neighborhood and took a number of photographs. "It’s terrible because actually, I am from Russia, and we saw these kinds signs a lot and we are here … to get away from this terrible people and signs," he said.
"I believe that they knew the people in these homes were in fact Jewish, and it makes you think a.) who these people are that would do such an awful thing in a community," said Lonnie Nasatir.

"I thought in America, I never see this kind of sign," Revenko said.

Investigators consider this a criminal property damage case, but it could be upgraded to a hate crime. The FBI is also involved in this investigation.

Branford, CT - Goose Lane Residents Oppose Synagogue Plan

Branford, CT - A group of residents is trying to defeat a Branford synagogue's plan to relocate to Goose Lane and build a 19,000-square-foot facility.
Most of the opponents live in the Goose Lane area and object to potential noise and traffic that would be generated by the facility, according to a letter on file at the town's planning and zoning office.

Chabad of the Shoreline applied to the Planning and Zoning Board on June 30 requesting a special permit to build the synagogue at 181 Goose Lane. The site is occupied by a house, and a special permit is required because the area is zoned as residential.
The planning and zoning file contains letters from neighbors along Goose Lane that ask land use officials to deny the special permit. They say the proposed project is too large for both the 1.28-acre lot and the surrounding neighborhood. They fear that that the potential for noise and increased traffic will harm the quality of life and their property values. One letter, makes reference to wildlife, such as birds, rabbits and deer, that frequent their properties. It also acknowledges that so-called "white noise" does emanate from nearby Interstate 95. "But you can still hear birds," the letter states, "Not so with a basketball game going on, or with 20 to 200 people" attending center functions. "Not so with a kitchen exhaust ... 50 feet from our bedrooms."

Rabbi Yossi Yaffe said they want to be a good neighbor. He believes that most of the neighbors' concerns are baseless, and that the congregation and its architect can work with them to alleviate anything that might pose a potential problem. "We are open to anything we can do to alleviate noise and visual elements in the neighboring territory. This is a synagogue, not a mall that is open seven days a week with hundreds of cars," Yaffe said.

The file refers to a report from Chabad's traffic engineers, Barkan & Mess of Branford, which states that the project would not cause a disruptive increase in traffic. Yaffe also said they have proposed alternatives up front, such as accommodating overflow parking on site to the rear of their property.

Spring Valley, NY - Developer Revamps Proposal

Spring Valley, NY - A developer's revamped plan for a portion of the village's downtown will include two four-story condominium complexes and 15 townhouses, eliminating a portion of Center Street.

Yehuda Weissmandl, a principal with Spring Valley-based Prestige Estates LLC, originally proposed a plan that included a six-story condominium on Center Street, 15 townhouses on Jackson Street and a three-story mixed-use building at Municipal Plaza.
After Mayor George Darden, who heads the five-member village agency, said he did not want a six-story building in the village's downtown, Weissmandl presented his new vision.

Weissmandl's new plan includes the construction of two identical buildings that would showcase a 360-degree front from all angles. The four-story buildings would have 34 owner-occupied units each, a mix of one- and two-bedrooms ranging in price from $220,000 to $275,000.
Each building would also incorporate a community room and a computer room on the first level. Four two-bedroom apartments on the third floor would be duplexes.
Weissmandl said the 15 owner-occupied three-bedroom townhouses, which would cost about $350,000, were restructured so they would provide access to the village's Memorial Park.

Darden said the agency planned to approve the plan Tuesday. "I'm very happy with it," Darden said. "I'm very impressed with how it was done." Darden's one concern was the lack of green space, but he said that since the development would provide easy access to the village park, he was willing to look past it.
Village Attorney Bruce Levine said the village would put a restriction in the development agreement that would ensure that the project remained owner-occupied and not rental.

Ellenville, NY - Storm Knocks Out Power To 1,000

Ellenville, NY - A severe storm with high winds struck the Village of Ellenville, damaging homes, downing power lines and trees, and depriving electricity to more than 1,000 Central Hudson Gas & Electric customers.

The storm, which struck around 5:15 a.m. yesterday, left most of its damage in Ellenville, Paul Tesoro, a Central Hudson spokesman, said.Utility repairmen were still at work restoring power to about 1,250 affected customers yesterday afternoon, he said.
The majority of those customers had power back by 1 p.m., Ellenville police said. The crews expected to restore power to all homes by the evening, Tesoro said.

Chief Philip Mattracion said the storm had downed tree limbs and wires throughout the village, no one was injured.

Berlin, Germany - Germany plans to slow Jewish immigration by introducing a system assigning points to potential Jewish migrants who have been flooding into the country since 1990.

The move - which has been agreed by German Jewish leaders and state officials - comes after the country's Jewish communities have been overwhelmed by the large number of Jews coming from the former Soviet Union.
Germany's Jewish community has grown to about 110,000 people, up from 30,000 in 1989 before the opening of the Berlin Wall.

Then chancellor Helmut Kohl, in the run-up to Germany's 1990 reunification, opened the country to all Jewish migrants from central and eastern Europe. The move, was meant as tool of realpolitik to show the world that Jews were willing to settle in a reformed and reunited Germany.
But the growth appears to have been too fast and now officials are determined to slam on the brakes.
All Jews who want to settle in Germany will have to score at least 50 points out of a possible 105 in a ranking system to be administered by a federal agency.

Candidates who are over 45 years old get zero points in the "age" category, while those who are younger get up to 15 points.
A university degree brings 20 points and job experience another 20 points. A concrete job offer in Germany brings five points. Good knowledge of the German language is a major plus and can yield up to 25 points.
The system will be tested in the coming year and the results will be evaluated by state officials and leaders of the Jewish community.

Monsey, NY - State officials have told a local man to stop telling people that he is a licensed psychologist when in fact he isn't, according to the New York state Department of Education.

Zev Ballen entered a compliance agreement with the state Office of Professional Discipline. He agreed to stop advertising himself as a licensed psychologist, according to Jonathan Burman, a spokesman for the Department of Education.
Ballen is licensed by the state as a social worker under the name William M. Ballen. "We told him not to do it anymore and he said he wouldn't," Burman said.

The Education Department is referring the case to the Attorney General's Office for possible prosecution, he said.

Tel Aviv, Israel - Police Arrest 3 Suspects In Plan To Carry Out Terror Attack

Tel Aviv, Israel - Police apprehended three people Friday night suspected of planning to carry out a terrorist attack.
The three, who matched the descriptions of suspected terrorists and their car's make and model also matched the description received by security forces, were apprehended in a car at the entrance to the Tel Aviv port and were taken into custody for questioning by police.
After searching the vehicle they did not find any weapons or explosive devices.

Security forces were deployed throughout the city after Tel Aviv District Police received information stating that a female terrorist had managed to sneak into Israel with the intention of carrying out a terrorist attack in central Tel Aviv.
